Font: 2 Peas Fancy Free.

Open a new image size 500 by 500.

C/P Sand.

Position at the bottom of the tag.

C/P Ocean.

Image, Flip.

Position just above the sand.

C/P Sea Turtle.

Resize by 30%. 

Change the opacity to 90.

Duplicate turtle.

Position over the left side of the water.

C/P Sun.

Resize by 75%.

Position near the top left of the frame.

C/P Clouds.

Position over the sun.

C/P Flying Gulls.

Resize by 50% Dropshadow.

Position over the sun.

C/P Palm Tree 1.

Resize by 75%. Dropshadow.

Image, Mirror.

Position over the right side of the sun.

C/P Sand Castle.

Position over the bottom of the palm tree.

C/P Towel 1.

Resize by 75%. Dropshadow.

Position over the bottom left of the sand castle.

C/P your tube.

Dropshadow.

C/P Wooden Element.

Resize by 30%. Dropshadow.

Position over the right side of the sand castle.

C/P Rock Cave.

Resize by 30%. Dropshadow.

Position over the bottom of the wooden post.

C/P Starfish 2.

Resize by 30%. Dropshadow.

Position over the opening of the rock cave.

C/P Starfish 1.

Resize by 20%. Dropshadow.

Position over the natural starfish.

C/P Flower 1.

Resize by 10%. Dropshadow.

Position over the tube.

Type out your font.

Apply inner bevel of choice.

Add Gradient Glow of 3.
